The modified plastic industry is a new material industry encouraged by the national "Eleventh Five Year Plan". Through analysis of the modified plastic industry, it is found that the widespread application of modified plastics in various fields of the national economy has become a current consumption trend. Regulatory authorities and regulatory system in the modified plastic industry
The degree of marketization in the modified plastic industry is very high. Each enterprise operates independently and operates according to market laws. Government functional departments carry out macroeconomic regulation of the industry, and industry associations carry out self-discipline and regulation. The National Development and Reform Commission, with the Industry Coordination Department as its counterpart, is responsible for providing macro guidance on the development of the national industrial and service industries, including the plastic industry. It conducts research on industry development plans, formulates industrial policies, reviews major industrial construction projects, foreign investment and overseas investment projects, and guides industry structure adjustment, industry system reform, technological progress, and technological transformation. Industry self-discipline organizations are a bridge connecting government functional departments and numerous enterprises within the industry. The China Plastics Processing Industry Association is a first level social organization voluntarily applied by the Chinese plastics industry and related industry units in accordance with the association's articles of association, approved by the Ministry of Civil Affairs of the People's Republic of China. Its functions are to reflect industry intentions, research industry development directions, assist in formulating industry development plans and economic and technological policies; Coordinate internal and external relationships within the industry, participate in major project decision-making within the industry; Organize the appraisal and promotion of scientific and technological achievements; Organize technical exchanges and training, and provide technical consulting services; Participate in product quality supervision and management, as well as the formulation and revision of standards; Editing and publishing industry publications; Provide domestic and international technology and market information; Undertake various tasks assigned by relevant government departments. The China Plastics Association has over 2000 member units and more than 20 professional committees, including modified plastics.
The China Synthetic Resin Supply and Marketing Association is a self regulatory organization in the synthetic resin industry, established after the merger and reorganization of the China Chemical Supply and Marketing Association and the China Engineering Plastics Industry Association. It carries out functions such as maintaining fair competition, industry information statistics, formulating industry technical standards, proposing industry development plans and policy recommendations, identifying and promoting scientific and technological achievements, providing technical training and consulting services, and organizing international exchanges and cooperation. The China Synthetic Resin Supply and Marketing Association is mainly composed of enterprises and institutions engaged in the production, scientific research, processing and application, trade and logistics of polyolefins, thermosetting resins, functional resins, engineering plastics, resin modification and application, plastic additives, etc.

In the "Guiding Opinions on Technological Progress in Plastic Processing Industry (2013-2015)" formulated by the China Plastics Processing Industry Association, multiple projects involve modified plastics. At the policy seminar on the recycling and utilization of polyethylene film organized by the Ministry of Agriculture, it was proposed to use new modified materials to make plastic films, fundamentally reversing the difficulties of plastic film recycling and the increasingly serious problem of white pollution. This concept has received high attention from the Ministry of Agriculture.
The National Development and Reform Commission's Order No. 21 has removed the controversial PS foam lunch box, which has been in dispute for more than 20 years, from the "Catalogue of Eliminating Backward Production Capacity, Technology and Products", causing a huge shock and response in society. My committee has proposed measures to eliminate white pollution from the perspective of recycling, modification, and reuse, paving the way for the healthy development of the plastic industry and effectively defending the industry's honor.
Participated in the drafting and approval of standards related to modified plastics, and seven standards developed under the leadership of the Modified Plastics Branch of the National Plastics Technical Standardization Committee (SAC/TC15/SCO) are being gradually released and implemented.
